Believe so, but the battery has to be connected.

Yes, as long as the lithium-ion battery is within the device and not packaged separately

Yes you can as long as the battery is properly fitted within the device as per manufacture and not loose.

You have to let the post office know too so they can place a sticker on the box stating there is a battery in there...

Yes, but you may get some Post Office flunky claiming you cant.

I had this with a phone being sent for repair about 3 years ago.

Took it to another branch and they took it without a murmur.
