I would recommend the Novotel on Times Square. We stayed there and have spoken to several others since who loved it as much as us. The outside terrace (which is rare in itself) overlooks Times Square and the room we had saw the square and The Hudson. Rooms are clean, modern and rather large for NYC from what I've heard and the only moan we can come up with is the bar prices but this can be got round by taking your own back to the hotel or pinching the glass as compensation (not that I did this...). The rate on their website is about £15 over budget but we booked through Thomson and you'll probably get a better deal on other hotel sites.

My friend has stayed in the downtown Hilton a few times and really rates it, most times being upgraded to a suite for free though the standard rooms have been good.
