I'm not speaking from experience, but looking over their site and using services like these myself I can't find a reason to doubt it.

Yes it was down as lost or stolen, EE think its an insurance scam, said they couldn't do anything.
I've put in a police fraud report, but "it is not possible to investigate each report received" so no holding much hope.

they say they 'clean' the imei from the list. They don't change the imei, I think that's illegal.

The list isn't cleanable by anyone by the networks-they'll just change them imei.

Beijing iPhone operates IMEIPLANET.COM. They say that they can unlock AT&T iPhones. Their original policy stated that one could close their account and they would refund any unused money, so I decided to try and get some iPhones unlocked. After they rejected 9 IMEI's that were out of contract and not blacklisted or stolen, I asked to cancel my account and get my money back. They now refuse to give me $81.50 that is on deposit with them. DO NOT DO BUSINESS WITH THEM. THEY ARE DISHONEST.
