Possibly try a Nexus 5X. Should tick all your box's except IR blaster. Bonus of being able to get Android Nougat also in a couple of months.

Xiaomi Redmi 3 or 3S tick everything except NFC. It's about £115 for the 2gb/16gb version or £130 for the 3gb/32gb version. Camera is reasonable but not amazing. Samples for both on GSM arena.

I wouldn't trust people on eBay. Too many people selling the latest phones for cheap then blocking them months down the line. Sure, you can get your money back but it's such an inconvenience and it might just get blocked when you need your phone most. Do what I do. Buy new!
