Or if you want fancy but don't mind students, Highbury College run a student-kitchen called Chimes. The opening hours are restrictive but it's cheap and they train their students really well (Clare Smyth of Restaurant Gordon Ramsey fame is among their alumni). https://www.highbury.ac.uk/about/facilities/chimes-restaurant/

10th Hole in Southsea by the Pitch and Putt on the seafront does amazing cakes - expect a queue though as its always busy.

Kam 2. Chinese takeaway, good food - cheap prices. Can get busy, i have counted 57 people queuing in the shop and out onto the pavement before. Near St Marys Church. Also the cafe in the city museum is good.
