It states that they will give me the account details with the 2 games of my choice and I would then be able to play with it on my primary account. I don't know much about this and its reliability so wanted to know some thoughts. Would I be walking into a scam? Bear in mind that this seller does have 100% feedback from 400+ sales of this

While I've never used it myself, this approach does work AFAIK - but as it relies on sale of the PSN account it's against the PSN terms of service. Not exactly a scam, but you buy at your own risk. Whether Sony would ever take any action to counteract this is unclear.

if you do this then make sure to get the email address password aswell, then change both immediately. if you dont get the email details they could recover the account.

They state once I start downloading the games, I should go back on my main account and never touch the account that the game downloads were found.

I'm not 100% sure of this but I have a feeling that for constant access to their content, you'd first need to set their account as your PS4's primary account and then access their games from your account as a secondary account user but I don't know the limitations of this so it might be risky if you don't know the seller personally.

They stated that I would set it as my primary but then can use from my main account. The part about never touching the other account and him taking it back worries me considering he could take the games with him.

I read that this is something people use in order to play content gained from an american PSN account on UK accounts since stuff is generally cheaper on the U.S store. I however don't know the limitations it puts on your own main account as the secondary account. According to these FAQs there is a restriction to the amount of devices which can be activated to an account (presumably to counteract this type of sharing). Not an expert though since I've only shared games with 1 friend on between PS3 systems but it sounds like a risk that might end up not being worth it in the long run.

My vote is don't do it. It's not right and could cause you trouble. I suggest buying one of the games you want, complete it then trade it in for the other game you want.

Don't do it. The owner could claim you stole his account details and you'll face a console ban.

And people wonder why Nintendo are strict with there account system

i game share with a friend, which is essentially what this is.
I purchase games digitally on my account, my friend logs into his ps4 using my details and sets his ps4 up as my primary ps4, he can then log in on his account and access my digitally purchased games/dlc/ps plus.
i log into my ps4 and still have access to all my games, however secondary accounts on my ps4 cant access them which isnt a problem for me.
my friend has my psn username and password (i trust him, plus we split the cost of games we both want).
however at any point i can log into psn and change my psn password and stop him from accessing my games, even if he changes my psn password to something else and does not tell me, it is still linked to my email which he does not have, i can all ways use the forgot email/password reset route to gain access and block him.

it all comes down to trust, he does not want to give you the email details, i have seen people on ebay selling primary account access and secondary account access, if you do this and the seller sells secondary account access to someone else who then changes the password you will need to get in touch with the seller to reset via what i mentioned above.

selling accounts is not covered via ebay or psn, if things go wrong then is it worth it,

have you looked at the cost of the games from the us psn?
what games were included?
sorry for the long post, been drinking tonight.

Further to this, nothing to stop them selling you the game and then reporting their account as hacked to Sony and
you then risk ending up with a blocked console unable to do anything.

Another issue is if your console requires to be reformatted, sent for repairs or in anyway returned to factory settings that all the games you obtained this way would be lost. Not such an issue if you share with a friend you know and trust but a seller on ebay isn't going to let you back in to get those games again so you will end up buying again.

My advice like above is it's not worth the risk. Too many down sides and not enough positives
