I use carjet in Spain, they are based in Harlow and you can pay in advance or pay on arrival. They are brokers and choose the cheapest at the time, never had a problem with them. Also have used holiday autos in
ay as they came up slightly cheaper.

Hi, i'm just at this moment looking for the same - car hire in Portugal.
I've used Europacar in the past. Only thing is when you drop the car off at a depot and then get a shuttle bus to the airport.
The first time we went to prtugal we booked through a local company and they met us at the airport, took us to the car and when we needed to come home we just had to leave the car in the airport with the keys under the tyre - seemed a little strange but it all worked out very well.
I booked a convertible last year (but we were in spain) and we booked this through Heli Autos, but we did go through a broker (Argus Hire - we've used this a couple of times - twice for Spain and both times we got to pick up cars from Heli Autos (it was also cheaper than going direct to Heli). Also picked up a car in Portugal through Argus and the car was supplied by Europcar.
I've actually just emailed the guy who organised our car hire in 2005 to see if they still do it.
Don't forget to look out for cashback. I'm sure you get quidco cashback with Argus (however our claim was declined)
Hope this helps
