Is it possible to rent a car in england and pay with a debit card or cash, I don´t have a credit card.:?

It should be - with debit card or cash, you'll likely have to pay the excess plus a possibly hefty deposit (like £2000) - check out the big companies & ring round to ask.

Not too sure if this is what you need, but from Enterprise.co.uk "Using Debit Cards in the UK
In order to accept a security deposit taken on a Switch/Maestro or Delta card, please be prepared to furnish both a photo ID and a secondary proof of your local address (examples: driving licence; utility bill; etc.)."
