6 bottle wine cooler (but I don't see any reason why you shouldn't put other stuff in it) £35 here http://www.kettleandtoasterman.co.uk/upright-wine-cooler-51-p.asp

Or, a more versatile table top fridge for £49.99 here http://www.argos.co.uk/static/Product/partNumber/4810083/c_1/1%7Ccat_12108409%7CClearance+Kitchen+and+laundry%7C12745684/Trail/searchtext%3EFRIDGE.htm
but only available for reserve and collect which usually means limited availability.
Hughes Direct do the same fridge but it's over £80 there.

Do these sort of things take up ridiculous amounts of power?

Yes, especially the mini fridges that fly off the shelves for birthdays and Christmas. I bought one for my eldest daughter a couple of years ago and was amazed that it seemed to never turn its motor off. We use it to keep a couple of books in now (it's not plugged in any more!).
The table top fridge above is energy rated B. This is not great but by no means awful either. It's probably just that the bigger the fridge is the more easily it can be made to run efficiently.
