I have never set up a floureon system before but have done others: make sure that you have the correct I/P address and the correct port number then turn off the wifi on the phone and try on 3G hope that helps

What is the pictures quality like , day and night as I need to get a cctv system but I am undecided if to get a floureon or a foscam system and not sure if it is worth spending so much more.
Do you need a static IP ? For the system or you might need to change the IP address manually in the cctv system ?

I cannot comment on Floureon systems, but with my Swann system, I tried for ages to get a stream to my laptop (in the same building) and to my mobile, using their app. I have an I.T. specialist as a neighbour and the only way I got it to stream was to use Internet explorer on my laptop. This proved I had a stream but for the life of me I cannot get it to work elsewhere.
