I just resolved my issue. I know I've had OpenAl on this machine for some other game in the past. What I did to solve my problem was to go to Add/Remove Programs and REMOVE OpenAl. Then, under the games install folder, reinstall OpenAl and the VCRedists for both X86 and x64 (repair options on both). Game boots up fine now.

Also I think you need a DX11 gfx card, I don't know your PC specs.

Have you tried turning off steam overlay?
