Did you copy the contents of a windows install cd onto it?
These are Windows "system" files and they can only have got there if you copied them there, or if maybe you tried to do a Windows install with the external hard drive plugged in.

Have you copied all the contents of your hard drive to the external hard drive?

Or have you recently done (or tried to do) a Windows install?
As the other two users have said, these are Windows files that come with the OS. When you plugged in your hard drive, did the computer put them on there? If you don't need these folders, just format the hard drive, as you don't need them to browse removable media like external hard drives.
