possibly purchase a pay as you go sim, and top up with a text message package

You have to keep a small amount of credit on the phone to keep it active. You have to make a chargeable call at least once every 6 months to keep it active to receive calls. That way a top up could last years to receive calls

I know it would be a pain but if you contact the provider like EE for example, they'll reactivate it if you do accidentally leave it too long even without credit.

They did for me a few times and they even give back your credit if you had any.

This is best bet. Just put a small credit on the sim and make a call every 6 months. I used to have a t-mobile sim that i used mainly to receive calls so topped up a tenner every 6 months or so. Worked fine.

something like freedom pop would give a small amount of texts and minutes

Tesco PAYG sim - top up £10 (you'll get a free £20 of credit which expires after 30 days) but the remaining credit will stay there until you use it - of course if you send texts from the phone it will deduct from the credit but AFAIK it never expires

Virgin mobile do a sim only deal for £5 a month, you get a small amount of minutes and data but its unlimited texts. I got this for an elderly relative a while back. Is a small price to pay for piece of mind knowing they they wont run out of credit like you can on a payg and will always be able to ring/text especially in an emergency.
