I would say so, foil doesn't deteriorate.

providing it hasnt been punctured then it will be fine. Apparently there is currently a shortage of helium so that may be more problematic. I have an inflated helium balloon that has been in my car for 18 months now and still fully inflated....don't ask me why! oO

Come to think of it makes a lot of noise and perhaps the gas is methane....

If its folded up open it out and make sure the print hasn't peeled off foil can deteriorate normally parts of the pattern will stick together when you open it out bits will stick together and they look pretty awful with big chunks of pattern missing. Foil balloons have a one way valve inside to stop helium escaping If you cant get helium you can inflate them by carefully inserting a straw and blow through the straw, you can then use it on the top of some air inflated balloons.
