A HP Chromebook 13 would suit for such a purpose

Absolutely any modern day laptop.

A Chromebook.

Chromebook as others have said, but you can just use a tablet. Battery will last longer and more portable.

What sort of pencil would be suited to writing, drawing, or doodling on paper?

How so?

My Acer chromebook battery lasts for around 9hrs, watching Youtube and general trolling.

Tablets are terrible for multitasking and typing in general

I was referring to laptop batteries as the OP was asking about laptop. I used to stay away from tablet as I didn't like it for the typing problem. However, I have started to use the ipad within the last six months and i have really taken to it. Really great to take with you everywhere as it is so portable and the battery lasts for a few days.

You get used to the typing after a while. For what the OP needs, typing in exact 'proper english like', aint an issue i find as you dont need to unless it is a business email.
