These are fairly similar, albeit with a smaller hard drive and £20 more (though you can often find vouchers for Tesco Direct and Ebuyer).

You could probably save even more money if you went with an AMD or older Intel processor. Given that you can more or less run office and a web browser on a potato these days, you'd probably be alright with pretty much anything.

Windows 10.

The one you linked has Windows 8.1

This one is pretty good in terms of CPU performance for the money:

It doesn't come with an SSD or DisplayPort output though, and 4GB isn't generous these days (although it's DDR4 so it'll be cheap enough to add more in future).

To be honest your better off getting a Mac Mini Refurbished from Apple £339. 1 year warranty given directly. Just plug into tv/monitor and use your own keyboard mouse. Portable to carry with you too.

Will last longer than Windows desktop PC. Also when your finished sell it off, will hold its value more or less.

For £280 that your willing to spend you could get this desktop http://www.ebuyer.com/714837-dell-poweredge-t20-3708-xeon-e3-1225v3-3-2-ghz-4gb-ram-1tb-hdd-tower-t20-3708
Remaining £66 from your budget can be spent on :
Extra 4GB RAM (£15)
120GB SSD to boot up the OS (£25-30)
Get a cheap Win7 license from eBay (£6+) then upgrade free to Win10 https://www.microsoft.com/en-us/accessibility/windows10upgrade
With £20 left over put that towards a 23'' monitor (£80+)

That's nonsense. An low power, two generations old mobile CPU and no SSD will start to feel slow earlier than the brand new full power desktop chip and SSD you'd get on a standard desktop at that price.
