quiet means a slow boil

look for the lowest wattage kettle you can find, travel kettles though small, use 700-900 watts and are very quiet

then the advice is look for the lowest wattage, non rapid non turbo or not fast boil kettle in the style you like
the noise is caused by cavitation, a reaction due to the high power of the element, also any flat or concealed element is worse as the surface area of heat is less

in short, lower wattage the quieter

you could always get a kettle to go on your stovetop, those are almost silent when boiling
