if they have tested it and not find default it is more likely to be that your pc has the issue for example insufficient power to drive the card

He has a 1000w power supply and also posted his specs on a tech forum before I bought it and everyone said his parts were more than suited to run with the graphics card.

When you say "doesn't work" what did you do with it?
#4
well that sounds ample for any card. what did you observe when you actually tested it yourself?

When the PC was turned on with the new card, there was an occasional beep at the HP boot screen, and both of the fans on the card would cut out, the card was a GTX 980

You just need the name of the motherboard. Also are you running windows 8 or 8.1 ?

He has Windows 7 Home version, but we can't find out the motherboard name or type unless there's a way to do it on computer

Both NVidia and ATI graphics control programs i.e. Catalyst for ATI will give your motherboard and system specs. It could be that the motherboard isn't compatible or like IamMT said it needs a BIOS update.
#12
Like others have said if Overclockers have tested it and not found a fault then there's a problem with your PC. If the PC works without the GPU in it then I expect it's a faulty PCI-E slot or something similar.

Ok, he downloaded a program called CPU-z and has found out that the motherboard is a Pegatron Corp. 2a5d on bios AMI at version 7.09 last updated in march 2012

Going off the list from the link above, that motherboard isn't supported. You will probably need a new motherboard. Find out which CPU he has and then someone can recommend one.
#16
Well he currently has a 680 in his system that has run fine for nearly 2 years so would it be such a leap as that the motherboard would need replacing, also he just updated the bios so we are probably going to try tomorrow when it gets sent back to us

How long have you had it? could just return under DSR if its not been long, you'll lose the postage costs but should get a refund for the card.

Revived it on Thursday sent it back Monday, they got it back today ,I have never brought from them before hopefully I can get a refund ,I know it's faulty as I took it to a computer shop to get installed and they said its faulty,it's just a nightmare he wanted the graphics card for his 21st .x

I don't really see why Overclockers would lie. If it was faulty, they would have had a replacement from their supplier and wouldn't have lost out. That motherboard seems more like a manufacturer like HP would throw in to a 'high end' product about 5 years ago. I wouldn't buy a GTX 9xx series card until that motherboard is changed. You'll only have the same issue.

Thanks every body that has helped I don't no anything about computer, got a refund know have to come up with something else for him.x

what is the full PC specs? if its a no name PSU I'd be wary if it can supply enough power to a 980, also this sounds like a gfx card way too powerful for a motherboard no make, what CPU has he got?
