I placed an order for a beauty product from an insta seller, however, Ive received it and it has no ingredients listed on the packaging nor will the seller disclose. For fear of putting **** on my face I want to return it. The seller has declined a return and will not change her mind.
I paid through paypal
Will it be accepted under their buyer protection agreement?
I didn't pay through friends and family option.

Any Insight?

Labelling of cosmetic products in the UK must include ingredients

All cosmetic products supplied in the UK, whether for consumer or professional use, must comply with European Cosmetics Regulation 1223/2009, which came into force on 11 July 2013.

And if you look at the European Cosmetics Regulation 1223/2009, it clearly states:

(46) Transparency is needed regarding the ingredients used in cosmetic products. Such transparency should be achieved by indication of the ingredients used in a cosmetic prod­ uct on its packaging. Where for practical reasons it is impossible to indicate the ingredients on the packaging, such information should be enclosed so that the consumer has access to this information.

Open a case with Paypal quoting the regulation above (Click on Report a Problem in the Transaction details). I'm pretty sure Paypal will arbitrate in your favour.

You asked her to allow a return and she has declined next step open dispute with Ebay.Follow Ebay instructions not hers.Should not be a problem.

The transaction was via insta seller / Paypal. At no point did the OP mention Ebay.

Did you pay by gift payment? If you did you aren't covered. If you paid through and invoice,website or for goods/services you are but you have to show Paypal that the item is SNAD. Their definition is quoted below, from their buyer protection pages:

13.8 What is Significantly Not as Described (SNAD)?

Your purchase is Significantly Not as Described if it is materially different from the last description of it that you received from the Payment Recipient before you paid for it (which, for exclusively online purchases, shall be taken to be the Payment Recipient’s description of the purchase in the relevant online listing) (“Purchase Description”). Here are some non-exhaustive examples:
You received a completely different item. For instance, you purchased a book and received a DVD or an empty box or the software that you received was not the software that was sold to you.
The condition of your purchase was misrepresented. For instance, the listing for an item said “new” and the item was used.
Your purchase was advertised as authentic but is not authentic.
Your purchase is missing major parts or features and the fact that these parts or features are missing was not disclosed in the listing.
You purchased 3 items from a Payment Recipient but received only 2.
