I bought a 3DS with Mario pre installed. I've since created a Nintendo account on my system. If I do a system transfer to a new console, then reset the old one, will the old console still have Mario downloadable or will that transfer to my new console? Need to know as plan to sell it. Thanks.

the game is linked to your account so if you do a transfer the game will move with your account and no longer be on the old console

I think how it works is the preinstalled game is tied to the console but ceases to be so if a system transfer is performed.
Also once you add a Nintendo ID to a console the console becomes tied to that ID and can only be freed by a factory reset. I'm not sure if in this circumstance a preinstalled game would be present after factory reset.
Obviously Nintendo would not have set it up so consoles with preinstalled games could be used for a system transfer then reset and the preinstalled game be present again. As it could be done repeatedly to copy games.
