Might help if you tell us what the mobile phone is

Well the new one is the good old Motorola G4 Play which I got as a quick replacement for my old Sony Experia T5 which was having major issues

When you turn on the new phone it usually asks where you want to install the back up from ie cloud, google or sd card.

Whoops I may have somehow skipped that bit

Go to settings-backup and reset-restore data- restore from- Mine shows sd card or online account.

Not sure if apps can be backed up unless its rooted, you couldnt in the past but things change.

They can't be backed up/transfered to another device. As you mentioned before you can only backup/restore from cloud but that's only if you backed up apps and data to cloud on your old device.

When you first setup your new phone, the option to restore apps and data is there.

The one that springs to mind is https://play.google.com/store/apps/details?id=com.koushikdutta.backup&hl=en
Helium - without root, needs an additional enabler run on a connected PC

apps 2sd may work

I gave it a go but unfortunately for some reason I am unable to change usb mode to PTP, it just keeps reverting automatically to MTP. I will investigate as it looks like a good app

If it's android, you should already have a Google account that your apps and data are backed up to? Then turn on both phones and select smart backup? It then transfers all the data? Took me 10 mins to transfer from s5 to s7,
