If it is locked to a uk provider, it will be locked anywhere.

Not true.

Most will work with a foreign sim abroad.

iphones that lock to the first sim won't.

Nope, if it locked to UK Network it's locked anywhere.
May be if the same network exists in other countries, it may work. e.g Vodafone exists in other countries. So a UK-Vodafone phone could work in abroad Vodafone SIM. But I doubt so.

As above most phones will be "region locked" which is separate/in addition to a carrier lock. Presumably yours would be region locked to Europe so inside of Europe you could not use another carriers sim without carrier unlock. But outside of Europe Region another should work fine. This is designed to more or less try and stop grey imports as in you have to get the phone to work firstly on a sim from its region that it is locked to before you can ship and place another sim from a different region into it which would mean breaking the seal of the new device etc etc.
BTW iPhones are a completely different kettle of fish! In short the answer to that one is no!

I can confirm if its locked on one network its licked on every.
only exception is if u use the specific courier who provide roaming facility in that country.
e.g if u have ee locked and its roaming partner us t mobile in Germany. it might work with t mobile but again no guarantees
