Why not hire a carpet cleaner. They have lots of attachments nowadays. Including turbo brushes for lino. Think you can get special cleaner to use with them.
I know the local Morrisons rent them out, here in Southport. Might be worth asking where you live.

Go to morrisons and hire a Rug Doctor it works brilliant on lino too. Will cost you about £30 for 24 hours

Thanks for the suggestions - to be honest, I was looking for info on a product which I can put into a bucket of water and apply with a mop / scrubbing brush :)

[SIZE=2]I would use concentrated traffic film remover. I used to be a car valeter and used the product on car engines but it was superb on any surface even at home. Apply it in spray format via a plastic spray bottle, leave for about 20 seconds and wash off with plenty off water, make sure you wear gloves though as it is pokey stuff! I'm not sure where you get it from nowadays but have a look on ebay.[/SIZE]

soda crystals 50p morrisons,asda,tesco dilute in water. instructions on pack most cleaners use diluted versions of this or baking soda this will act as a mild scourer

Is that the same as say Autoglym tar remover?

No, Autoglym tar remover and most tar removers are basically a strong white spirit.
