I'd take a look at Greece and the Greek islands such as Crete if you want a sun/beach holiday and don't fancy Spain/Portugal.

South Wales.

Is almost like being abroad sometimes in some parts of the South Coast.
We usually stay in The Mumbles area, which is a good base for most amenities yet also has plenty close by when the weather isn't so good.
I can understand wanting to go abroad for the confidence of better weather though. We probably would if our lad could fly. Don't fancy a long journey via coach with two little ones just yet.

End of season is the best time if you can wait (school times) as you can get some amazing deals.
As strange as it might sound Ibiza is beautiful if go September as all the clubers have gone which means its just families and the odd person/couple who got the times mixed up. We got a great deal a few years back ~£200 for a week all inclusive per person.
Most of the other countries will have similar deals, we got a Greek island for slightly more (still all inclusive) but it was a at a 5* hotel before that.

Kefalonia is lovely. Depends what your children like but we found a 5 star hotel with a swim up room for great prices. Apollonion resort near lixouri. Yes its not walking distance to a village/town but it's so lovely it really doesn't matter. If you like spending time together (no kids clubs) in a lovely relaxing place you can't beat it for the price. Not sure what it's like if you leave it too late in season though.

Can't remember it was a few years ago. We normally check with dial a flight (had some cracking deals from them and the staff always seem knowledgeable), this site and a few other sites just to check the prices before booking.
I've just checked and Ibiza might have been early October as the clubs were definitely shut which according to a few sites doesn't happen until the last week in September.
We tend to be a last minute with our holidays (just came back from one booked a week before the flight :p) so the only things I tend to remember on the lead up is rushing around getting everything ready.

i would give egypt a try given the ages of both your kids...try a hotel with a waterpark,they will never get bored..even if you go to the beach you have your AI on them where there are plenty of refreshing drinks and great food which are included,the snorkelling can be done in only a couple of feet of water...my two grandkids came with us a couple of years ago (3 & 6) and they still talk about it as if it was yesterday and they have been on many holidays to many places....as for it being dirty,i found it to be very clean,whereas i find spain and the balearics to be very dirty,i guess everyone has a difference of what dirty" is...i am just bhack from Cyprus yesterday and i cannot fault the place,however,i didnt see too many kids there (paphos)...Menorca from what i remembered catered well for kids,but there wasnt much in the way of entertainment for adults but it felt very "safe" ..Crete was also very nice (Chania) and that catered well for kids in the way of family restaurans and kiddie rides and play areas.
