Not the new Epson range, firmware updates stop third party ink being used, avoid ;)

Which is most cost effective depends on how much printing you do. Some of HP's higher end officejets do thousands of pages per cartridge and have a very low per page cost, but require you to spend a couple of hundred on the printer. If you only print a couple of pages per week then it probably makes more sense to go for a cheaper printer with more expensive ink.

What percentage of your printing is in colour will also have an impact.

I have always found Canon to be very good ie inks very cheap user replaceable print head ( can even be washed ) full duplex plus can print on blank CD/DVDs comes with some very useful software many with WiFi SD & USB readers . . . nearly forgot two paper inputs rear feed and lower draw feed so can put your A4 paper in lower draw and you photo paper in rear feed so always ready when you want to print
