can any account on my wii u buy digital games?
I bought a wii u from here with games installed on vendors account, but want to buy another. can I buy it on my own account without affecting accessibility?

You can only buy and play games on the same nintendo account, so for example if you buy a game on your account you can only play it while logged into your account, you couldnt play that game while logged in as the account that was on the Wii when you bought it.
The same with the pre installed games, you can only play them while logged in as that account, you cant play them while logged in on your onw/different account.

A big reason you shouldnt advertise on here or else where a device has pre installed games unless your giving up the account and password with it, but your technically not allowed to sell digital accounts.

That's not true. You can have more than 1 account on a Wii U and be logged into one account and play games bought on the other account. So as long as you are able to log into the account on the system when you bought it (ie as long as the person you got it from doesn't contact Nintendo & get the account removed from the console) then you can set up additional accounts & buy games & play games from all accounts without needing to switch. Each account has separate save files for games tho, in case that makes any difference.

Yeah, you have separate eShop accounts with seperate funds for each account but all accounts can access all games that have been downloaded regardless of which account was used to download it. As I say, different accounts have their own save game files so progress on the original account is not available if you play with a different account.
