The S200e were on sale on Dabs for £157 as a refurbished unit, but that was for the 1007u Celeron processor, would you guys pay the extra for an i3? (If you were actually interested in getting this laptop)
Bare in mind that there seems to be some throttling issues on the i3, not so sure if that is existent on the 1007u celeron processor.

Some CPUs are made more for battery life than power.

If battery life is more important to you go for the Celeron, if power is more important go for the i3.

Actually it's likely that they're both U suffix low power models as standard power chips have different mountings so a range tends to stick to the same.

Given it's an extreme budget laptop I'd generally stick with the celeron. Unless it's going to be used for lots of processor-heavy tasks and sit in a corner somewhere most of the time the benefit of running a faster processor when all the other components are as slow as possible is likely to be fairly minimal.
