I'd be worried about it getting hot enough quick enough, 217C is the temp at which the paste I was gunna order reflows which is quite warm for an oven of this size with this wattage to get.
There's a guide here http://www.reprap.org/wiki/Toaster_Oven_Reflow_Technique for a £26.99 one from Argos using an arduino! Which sounds right up my street!
