Got these last year, my advice is to either buy larger ones from the likes of Homebase or get these now and pot them up as they post you small (4 cm) tall plants that do not grow over winter, as they only grow with certain light levels and heat. When spring comes they looked battered with the wind and got lanky as they had been out all winter and leaped at the light. Really not worth putting in plugs at start of winter.
