Having previously lived and worked in Germany, I think that 'collective guilt' syndrome has pretty much disappeared in the last 20 years.
The only reason German people might seem "hung up" on it now is that a lot of British people still feel compelled to bring it up within five minutes of a first conversation.

Any English person wearing a Germany kit or parent buying one for their child should be ashamed.
Why is that then ? I drive a brand new vw golf my neighbour has a brand new BMW both made in Germany should we feel ashamed ?

Rather different and you know it.
