I too switched from O2 to sky when they were bought out (who could resist free everything for a year?) but my line speed dropped by about 2mb from 12 to around 10mb. Looking into it appeared to be something to do with the snr tolerances of the 2 providers. Sky use a tolerance which equals a lower speed. Apparently...
To add, what can happen is the exchange would lower your speed from the 4mb profile to 3.2mb or whatever other example number due to errors on the line or signal to noise ratio, SNR. Sky nor any other ADSL provider will limit you 'just because'
Sky do a lot of profile limiting, if the average for an area is 3.2Mbps that's what they will set your profile to. Seen it many times.

fyi thats nonsense, line speeds are the same as HDD, Ram etc sizes n speeds, ie 1024Kbps, 2048Kbps etc, your profile would have to be set to 4096 kb to get 3.2mb and due to line length etc 3.2mb would be all you'd get.
Got 1 of these free from an open reach engineer who came to fix my line as I was only getting 2mb speed on sky broadband. He told me to ring Sky and tell them to reset my broadband as it was being limited due to the fault in the line. I now average 11Mb.
Also it can take 12-14 days for an increase in speed as the exchange tests the lines and sets speeds depending on the capability of the line and equipment plugged into the socket(s).

It was for a 10 pounds at Tesco few weeks ago.

True, but that was very limited stock. They have been sold out for over a month now
