The offer is possible because the iPad 4 is priced identically to the iPad 3, which has now been discontinued.

I think the policy is normally 14 days like it is for Mac's.

The chips are generally underclocked due to battery concerns....
However, yes, the iPad 3 > 4 is an upgrade from the A5X to the A6X (up to twice as fast based on Apple statistics) processor.

It is disappointing, and a lot of people who have bought it recently will be gutted..
But I don't really get the Android argument.. new Android tablets from various manufacturer's come out every week... you can never keep up!
