This fan doesn't seem to be PWM so you can't control the fan speed. i.e. it will run on maximum.

need to buy a fan controller
if you want to control the speed

not that important to control speed
but useful
as even if the fans are supposedly silent
the air might make some noise hitting the case (or filters)
and doubt you really need the fans full speed

note these are 80mm fans so make sure thats what you wanted before buying :)

Most modern pc cases come with 120mm or 140mm fan holes. So make sure you have somewhere to screw them in

You don't need an external fan controller if you have PWM fans.
I have 5 PWM fans installed on my pc case and i can control them via a software i use called "speedfan".

At 100%..the fans are pretty loud whereas when its on ~25-35% the noise is not really audible

Cooler master evo 212 would be a good choice.

Wish I had the money for that but gonna put that towards a new GPU instead. I just want a cheap fan, not bothered about overclocking just want a quieter cpu fan on my heatsink!

That's not going to get you anything I'm afraid. Cheapest cooler that will make a difference is the Zalman CNPS5X Performa CPU. About £14 on Amazon.
