  Yes these are very small, bought one for my 3 year old nephew and it was way too small. So small I'd argue that you wouldn't want kids small enough to be riding it! The stop/start movement on it is a bit jerky and nervous kids will just be made worse.....definitely need to have bike riding experience ahead of trying one of these I'd say.
