You got the price wrong then.
How can you say it is £23.99 + £3.99 delivery then say the total is £28.78?
£23.99 +£3.99 = £27.98 not £28.78
So either the memory costs £24.79 or the delivery is £4.79 you have one of them wrong
//Edit Checked and the £3.99 delivery is without VAT, they charge VAT on the delivery. Actual Delivery is £4.79.

There is still no practical difference though, no matter who approved it runs at 1,600mhz. If you bought a set and it wasn't stable at 1,600mhz Corsair would replace it because they advertise it as such.
