Because Sony, Microsoft and Nintendo all charge 3rd party developers a percentage fee to develop software for their respective systems.

also not as many people pick up the pc version as it requires a fairly good system so stores are often left with a lot of stock of the pc version so they keep the price low.

The charge that console makers add is to make up for console sales as they often make a loss on every console they sell so by adding an extra charge, they can recoup the loss they made on the console.
