I think it's small but not the slim version. So you can upgrade it pretty reasonably. It's only get 2 pci slots though I think.

The only other limitation would be the psu and maybe the size of graphics cards you could put in. Some longer cards may not fit, I'm not sure on that though.

Why so cheap?

I've just looked up the cost of parts and it would cost around £380ish to build this, with a better motherboard though.

is there the option to get this through the Home site rather than Small Business?

Also, are any of these Vostro 200 deals with an option for Home Premium (rather than Business)?

I'm looking for a PC for someone who wants to be able to create promotional flyers and the like - nothing too extensive though - would you think a graphics card would be needed for this (as it's not heavy video editing etc).

IMHO if you need to top up your spend to £299 the 3 years for 2 onsite at £41 plus VAT is the best bet.
Dell's onsite is not perfect, but its better to be covered than not.
Unless of course you actually need the 19" widescreen, which is disappointingly small.
I actually prefer 19" 4:3 unless you go to 21 or 22" widescreen.
The depth from top to bottom is important for most people as shallow screens = more scrolling :~((
