I got virtually the same price earlier with the same spec.
Only differences were that my machine:
-Was a quad core
-had 4gb of ram
-had no monitor

so you make a trade off, whether you want a quad core with more ram or a monitor.

This deal is also for a quad core and I thought that the monitor would be worth a few quid to sell if I dont use it as a 2nd screen.

Even XP can handle more than 3 GB.
Basically any 32 bit OS supports upto 4gig RAM. 64 bit OS supports 4gig+.
However if there is any restriction by motherboard then I don't know (Dell won't tell u the motherboard they use in their spec)

Not entirely true. I'm pretty sure XP 32bit will only utilise a maximum of 3.25gb RAM. I have 4x1gb sticks in mine and my computer shows 3.25gb.

EDIT:
Just a little research shows that although XP will support 4 GB of addressable memory, after powering I/O, BIOS, Video, etc, it comes to
about 3.2 GB of usable system RAM
