They are cheap but for a reason. Quick google reveals they are awful, poor grip, etc.
Avoid.

rated c for grip? price is insanely cheap for a 19" wheel

Chinese ditch finders.

Don't skimp on tyres, brakes or wipers.

Tyre ratings are produced from manufacturer tests, they are not independent.

true but the tests are prescriptive so in theory should all be the same

If you look into the actual test parameters, they allow big differences. For example in the wet grip test the ambient temperature can be between 5 °C and 35 °C and the water depth between 0.5mm and 1.5mm.

That's of course if you trust Beijing Capital Tyres to even provide accurate results. Even Ford has been in the news recently for fudging MPG figures in their tests.

I'd rather go by customer reviews and first hand experience from friends who work in the trade which is why I wouldn't touch these with a barge pole.

so cheap - voted Hot although does not fit my car - I have found through the years that the more expensive tires with loads of grip just seem to wear v quick - I personally do lot's of miles and prefer to by a cheap tyre and just drive a little more carefully! (I know I won't get much support for that view)anyway the last budget tyre I bought was a nexan blue which has good revues but annoys me as it seems to have a very hard rim and makes excessive noise when bouncing on a bump - never had that problem on the p6000 that where originally on the car

Some of the Nexen range get good reviews, another good South Korean tyre company is Kumho. They're worth a try, although the prices have been creeping up over the last few years.

Love the understatement " another good South Korean tyre company is Kumho" they are an excellent tyre choice but prices have increased especially as Mercedes fit them as OE.

Not an understatement, if I had said "another excellent South Korean tyre company" that would have implied Nexen are also excellent. I was actually pointing out they were both Korean rather than Chinese.

I'm more impressed that Mini fit Kumhos to the John Cooper Works GP edition.
