It says "save on your first purchase", so I assume it'll only be sent out to people with new accounts or something.

If you have never bought anything using a particular account, you will eventually get more offers - regular ebayers have several accounts, different ones for buying and selling of course, and very often one for posting comments on eBay's forums (so those who don't like what you say can't wreck your account with negative feedback0.
I kept one account purely for selling, but after a couple of years they sent a good offer at exactly the same time as I wanted to buy something more expensive, so got it for a song.

Good deal if you can get it.

Only issue I have with ebay are the sellers fees for higher value items. Im having trouble selling an item worth only £400, but im having to ask £440 to cover the fees, otherwise I will be out of pocket. Trouble is, the item is only worth £400, so nobody buys it! Surely ebay are being a tad greedy! And making a reasonable sale difficult.

Why will you be out of pocket ?
If you sell it for a lower price and get to keep even £300, then that's more money than if you don't sell it at all. You could always take it to a car boot sale, or advertise on a supermarket notice board.
You have to remember that ebay provide probably the biggest worldwide audience for your items, and have masses of staff who have to be paid, so that all comes at a price.
There's a lot wrong with ebay, but until something better comes along I'm happy to pay their fees in order to sell stuff
all over the world, all from the comfort of home.

I think your missing the point. I would rather keep it than let it go for that much less than its worth.

I agree, it the best selling platform as far as audiences go, but for higher value items, the fees are too high to be able to sell for a fair price, unless you take a sizable loss on the items value.

I suppose it depends on how desperate you are to sell. I think ebay could make it more viable with reasonble fees thats all.

And the profits they make go way way beyond paying the many staff. They would still make huge profits by making it a little fairer!
