Mine arrived on Saturday brilliant system, the MB allows you to O/C the process too

This superb performance Intel based mATX PC is ideal for use at home or in the office. Optimised for high performance computing requirements, this system utilises high performance components suitable for this size of chassis.
The motherboard at the heart of this Intel Pentium Dual Core E5300 Socket 775 system provides onboard LAN, 5.1 channel surround sound and integrated Vista Premium ready 2D/3D graphics. A 500GB SATA hard drive provides ample storage, whilst the 4GB of DDR2 800MHz RAM will be plenty to handle most software applications.
Please note that this desktop PC does not come with an operating system. Ebuyer recommends using genuine Microsoft Software and is Windows Vista compatible.
This desktop PC is perfect for anyone looking for a small, durable system for use in at home or as an office system. A durable keyboard and mouse are also provided with the package.

Based on the components they use (details in reviews, others guesswork) I would say the cost comes to just above buying the components yourself (although they of course have put it together)

Case - approx £30 (cant find exact case on their site)
foxconn motherboard - £33
Intel 5300 - £53
Memory - 4Gb - £30
hard drive - £38
DVD drive - £15
keyboard/mouse £10 (max)

I make that £210.

So while not a bad deal, it is not the outstanding deal that some people make out.

And if you buy the components yourself you can buy better / worse depending what suits your need, or not buy the keyboard & mosue if you dont need them..

I notice in the reviews one person says it is a 250W PSU, which I find surprising (if it is true). If so it may not support too many extra components (a large graphic card for example).

why doesn't someone make one of these in a desktop form factor that I can use as a media centre PC.

Just pick up a used Ex-corp Dell Optiplex GX620 or 745 (if you want a Core2Duo) from Fleabay. Loads around.
