I don't know why Fox release these DVDs in the confusing way which they do. Ideally you would have one season per box set, but maybe that would be too easy. I will explain which episodes are on each "season" box set:
SEASON 1 - This two disc set contains 14 of the 15 episodes from the first production season
SEASON 2 - This two disc set contains the remaining 14 episodes from the second broadcast season
SEASON 3 - all 21 episodes from the third broadcast season
SEASON 4 - the first 13 episodes from Season 4
SEASON 5 - the remaining 14 episodes from Season 4
SEASON 6 - the first 13 episodes from Season 5
SEASON 7 - remaining five episodes of Season 5 and seven episodes of Season 6
SEASON 8 - remaining four episodes of Season 6 and the first nine episodes of Season 7
SEASON 9 - remaining seven episodes of Season 7 and the first eight episodes of Season 8
SEASON 10 - remaining 12 episodes of Season 8 and the first 3 episodes of Season 9
SEASON 11 - the remaining 15 episodes of Season 9
Season 10 is currently showing, so you can definetly expect the "DVD Seasons" 12 and 13 in future.
It's so they can milk more money out of us.
Heat Added.

The DVD releases are simply the US seasons, not the UK ones

So how is there a season 11 available when 10 has just finished?

Ah, it seems that used to be the case up until Season 4, then it went all over the place
