Most cheap Wii Wheels don't look like wheels at all, and without any box, so if you're looking for a nice racing wheel to give as a present alongside a game perhaps, then this is really good.
It's also ½ price! now only £1.99, and the best I've see for the money.
It's nicely packaged (important if a present!) and a good design, and available in either black or white, depending on stock.

Sorry, I took a picture on my phone, but can't bluetooth to my PC, which only wants to send, and not receive, so that's the best picture I could find showing the correct wheel.

Yes, that's a good deal, but in relation to buying a Wii wheel is it really worth the effort of going to a store to get booklet, and then coming home again and printing a voucher code, just to get an official wheel for a £1 more? For those that don't know, Wii wheels, like most other things for the Wii, are just props, which don't actually do anything, they are simply different shaped holders for the normal Wiimote, so the fact it's official doesn't really matter at all, only from an aesthetic point of view perhaps.

is this available online ?

I don't think Home Bargains have an online store, so available instore only, and if you don't have a Home Bargains nearby, I think I saw a similar boxed wheel in Morrisons reduced to £2.99, hope that helps!
