If a t-shirt was £10 before VAT, then you added VAT @ 20% it'd be £12. If you bought that t-shirt in this sale you'd get 20% off £12, making the price £9.60.

Yes, so if the price before VAT is £100, the price including VAT at 20% is £120, so the discount is £20 from £120, which is a 16.67% reduction from the VAT-included sale price.
