  The requirement is that you already own a game, therefore for people without steam who want this offer (I imagine a very small amount) will need to purchase a game.

  Go on the game's Steam page. It says "This game does not support Windows 7 or Windows Vista."

  I actually haven't had a look at that feature since getting 7. I should check it out.
