what is it with .com taking a "import tax deposit" now?

they didnt do this last year

Looks like they declare it for VAT/Duty on your behalf to pre-clear it through HM Customs, just like most of the major couriers. Last time I had something through DHL, Fedex or suchlike, from the US, they sent me a bill for the import duty before they'd deliver the parcel.
