The Leatherman Wave multi-tool is hands down Leatherman's most popular model, made famous by its outside-accessible blades that can be deployed with just one hand. When redesigned in 2004, they gave the new Wave larger knives, stronger pliers, longer wire cutters, and all-locking blades. Perfect for any job, adventure, or everyday task. This special combo comes with a Monarch 300 LED torch.

Is any premium brand worth their premium price?

Not up to us to decide on here i guess, merely is it a good price.

Can you carry this though, it has a lock knife so guess its illegal?

Not technically legal for UK carry due to a locking blade, but very unlikely to have to surrender as it is a multi tool.

As for the premium price question, yes it is worth every penny, massive guarantee/waranty with it as well.
this is about the regular RRP maybe a touch cheaper, but you are getting the leatherman torch/flashlight with it aswell which is a VERY good quality light for its size.

“blades that can be deployed with just one hand” and LOCK, you will need a good reason to carry this in public. Surrender is not the problem it's the criminal record you MAY incur

if you have one of these in public you will have a good reason.
I carry one all the time when i am not in school.
If you carry them to public events, airports or wave them around in peoples faces then yes you may get in trouble and are MORE than likely to get in confiscated, but in these instances you are an idiot and shouldnt have one in the first place.

And you dont incur a criminal record for just carrying a knife, that is just plain scaremongering.
