I'm typing this from a 37" TV as a monitor. PC is mainly for multimedia use, that's why I'm using such a big screen
As for the question if it can be used as a monitor, it depends if your pc and the tv both have HDMI, VGA or DVI ports

An LCD will eat up around 1000W more per day. That is around £50 per year.
