Does anyone know if USB board is soldered or can it be taken apart put inside a PS4?

Update: After some research it looks like all recent external HDDs with a USB3 connector will have it soldered on the board so you wont be able pry it out and put in a laptop or PS4.

From the looks of it your best bet is to get the Samsung M9T 2TB 9.5mm SATA 2.5 inch which is retails at £83.50 :(

Heat anyway, that's still a good price for slimline HDD to backup your stuff or use in an Xbox one

No much unfortunately, but images of the Samsung M3 which is basically this drive under a different name (both owned by Seagate) had it soldered, and it's a safe to say that any external drive with USB3 will have the connector soldered on the mainboard.
If you want a true external drive you to pay the premium, or not, I'd rather not give Seagate any money, they've failed me more times than I'd like.
