Maybe they reduce the price just for a very short while to get the attention to the site as many will still buy at the £5.79 price.

It is NOT illegal not to carry a spare bulb kit, it's a nice to have

The warning triangle and hi-viz jacket is a legal requirement, especially in France, and you to have be wearing it before you get out of the car if you breakdown

It is correct. The law is regarding driving with a failed bulb, not about carrying a spare set. A point to note, many newer cars need to be in a workshop to replace some of the bulbs.

Are the police more concerned with you have some bulbs you can not fit, or driving with failed bulbs?

Probably best to have them in any case, but the law is a fickle thing, even in French!

Yes In France you must be able to put the high viz jacket on before exiting the car, hence its no good being in the boot and unavailable.
The motorway poliz love stopping the Brits asking them to step out and then charging a 60 Euro ticket to the polz ball payable before moving off.
